Real opportunities to build lives that don't lead them back into the system.

Accountability matters. Public safety matters. But rehabilitation matters too.

Our justice system should not be designed around the idea that someone's worst mistake must permanently define their entire existence.

And we must confront the racial disparities that have made incarceration such a devastating issue for Black and minority communities.

Too many Black and minority men have experienced incarceration and the lifelong consequences that can follow — consequences that can affect employment, housing, education, families, and entire communities.

WE HAVE TO DO BETTER.

Not because accountability doesn't matter.

But because human beings matter.

We should be building a country where people can make mistakes, take responsibility, receive meaningful rehabilitation, and have a legitimate opportunity to rebuild their lives.

WE MUST BECOME A COUNTRY OF CHANCES.

A country where rehabilitation isn't weakness.

A second chance isn't failure.

And redemption isn't impossible.

Our generation has the opportunity to change the conversation from:

“How many people can we lock away?”

“How many lives can we help transform?”

🔎📝 A TWO-YEAR INVESTIGATIVE REPORT by UNBROKEN

For most of my life, New York City represented something completely different to me. I grew up seeing New York on television—the bright lights, the skyline, the energy, the opportunities, and the image of one of the greatest cities in the world. New York was almost larger than life to me. I admired the city long before I ever experienced it. But after spending more than two years living inside its shelter system with my children, I saw a completely different New York. What I experienced was so shocking that it permanently changed how I view the city.

Families do not enter the shelter system because life is easy. They enter because something has gone wrong and they need help. They may have lost their home, escaped violence, experienced financial hardship, or simply reached a point where they have nowhere else to go. A system created for vulnerable families should provide safety, dignity, stability, and a genuine path toward permanent housing. Instead, my experience exposed me to a system where vulnerable families can become incredibly dependent on institutions that hold enormous power over their daily lives.

During more than two years in the New York City shelter system, my children and I experienced serious abuses and mistreatment. What shocked me most was not simply what happened, but what happened after I complained. I believed reporting problems would lead to protection and accountability. Instead, I experienced  retaliation and additional harm. We spoke up, but I felt our voices were not heard. That experience forced me to ask how a system created to protect vulnerable families can allow families to feel so powerless. 

The power imbalance inside a shelter system can be enormous. A homeless mother may depend on a shelter for a roof over her children's heads, access to services, placement decisions, and assistance finding permanent housing. The institution, meanwhile, has staff, administrators, records, policies, and relationships with government agencies. When a family believes something wrong has happened, challenging that system can feel frightening because the family has so little power.

That is one of the most disturbing lessons I took away from my experience: a complaint should never become a reason for a vulnerable family to fear what happens next.

Families should be able to report abuse, unsafe conditions, discrimination, or misconduct without wondering whether speaking up will somehow make their situation worse. Complaints should trigger independent investigations—not retaliation, intimidation, or silence.

🔎 THIS IS BIGGER THAN ONE FAMILY

The deeper I looked, the more I realized that my concerns existed within a much larger conversation about New York's treatment of vulnerable families. Civil-rights organizations, advocates, researchers, parents, attorneys, journalists, and government oversight bodies have raised serious concerns about racial disparities and the treatment of Black families within New York's child-welfare system.

The New York Civil Liberties Union has documented concerns about racial discrimination within New York City's Administration for Children's Services. In 2024, the New York Civil Rights Advisory Committee to the U.S. Commission on Civil Rights released a 137-page report examining what it described as persistent discriminatory treatment of Black families in New York's child-welfare system.

This matters because my story is not being presented as proof that every shelter worker or government employee is abusive. My experience is my firsthand account. But when that experience is placed alongside years of public testimony, research, civil-rights investigations, and documented racial disparities, it raises questions that deserve to be taken seriously.

THE WARNING SIGNS WERE THERE YEARS BEFORE WE ARRIVED

What makes our experience even more disturbing is that concerns about New York City's shelter system did not begin with my family. A 2015 report examining the city's homeless shelter system documented hundreds of violations identified through inspections. The reported problems involved conditions affecting residents' health, safety, and quality of life, raising questions about whether shelter operators and the city were doing enough to identify problems, correct violations, and protect the people living inside these facilities.

For me, this historical record is important because it shows that serious concerns about the shelter system had already been documented years before my family entered it. The city had been put on notice about problems involving shelter conditions and oversight, yet families continued to depend on the system for their most basic needs.

That raises a difficult question: How many warnings does a system need before meaningful change happens?

When a family has nowhere else to go, they should not have to wonder whether the place provided to them is safe, properly maintained, or adequately supervised. A shelter is supposed to be a temporary refuge—not another source of fear and uncertainty.

The 2015 findings are only one piece of a much larger history of scrutiny surrounding New York's shelter system. When those earlier findings are considered alongside more recent investigations, civil-rights reports, financial oversight concerns, and the experiences of families like mine, a much bigger picture begins to emerge.

The problems were being reported years ago. We experienced them years later. And that is what makes the question of accountability so important.

🧑🏿‍👧🏿 THE SHELTER SYSTEM AND ACS: AN ALARMING CONNECTION FAMILIES CANNOT IGNORE! 

One of the most important issues in this investigation is the relationship between families experiencing homelessness and the child-welfare system. A family can enter a shelter already dealing with poverty, housing instability, stress, and uncertainty. Then ACS involvement can add another layer of fear and surveillance.

In my family's case, I believe ACS was used in ways that harmed us after we spoke up about what we were experiencing. I believe our voices were not heard, and that is something I will never forget. I am not claiming that every ACS investigation is unjustified or that every family involved with ACS is treated unfairly. Child safety matters, and legitimate allegations of abuse and neglect must be investigated. But families also deserve to know their rights, be treated fairly, and have meaningful avenues to challenge government action.

The 2024 New York Civil Rights Advisory Committee report is particularly significant because the committee examined racial disparities throughout New York's child-welfare system. The report called for what it described as a new paradigm of child welfare—one that places greater emphasis on family preservation rather than a model centered on reporting, investigating, surveillance, and family separation.

The committee cited data showing that in 2019, Black children represented approximately 22% of New York City's child population but approximately 41% of children involved in CPS investigations and more than 53% of children in foster care the following year. The report also connected child-welfare involvement with conditions including inadequate housing, poverty, lack of access to medical or child care, and other hardships affecting families.

Those numbers deserve attention.

🚨 WHAT IS ACS—and HOW DID IT ENTER OUR STORY?

For readers who may not know, ACS stands for the New York City Administration for Children's Services. It is the city agency responsible for child-welfare investigations and protecting children from abuse and neglect. ACS can investigate allegations involving children, work with families and service providers, and, in certain circumstances, seek court intervention or remove children from their parents' care.

For my family, ACS became part of our story shortly after we entered the New York City shelter system—and the timing is something I will never forget.

My children and I entered the New York City shelter system on April 6, 2024. Just six days later, on April 12, 2024, I began filing complaints with the City about what we were experiencing. I was doing what I believed a parent was supposed to do: I spoke up. I reported what I believed was wrong. I asked for help.

Within weeks, everything changed.

and By June 2024, I was dealing with ACS involvement that was connected to the complaints I had made. I was staying at a Women In Need (WIN) shelter in Brooklyn on junius, and the shelter's director made false statements about me. I confronted the case worker about the director about those statements those allegations were still used in a process that ultimately caused devastating consequences for my family.

💔 I WAS SEPARATED FROM MY CHILDREN AFTER SPEAKING UP

The most painful part of this experience was being separated from my children.

Imagine entering a shelter because you are already vulnerable, trying to protect your children and find stability, and then believing that the very system you turned to for help has become part of the reason you are being separated from them.

That is what happened to my family.

the statements made about me were false, and I believe ACS was used in a way that harmed rather than protected my family. I cannot describe the emotional devastation of watching my children and our family structure be torn apart after I had spoken up about what was happening to us.

This is not something I will ever forget.

And this is why I believe readers need to understand the connection between the shelter system and ACS.

A shelter provider is not ACS. WIN is not ACS. ACS is a separate city child-welfare agency. But when a family living in a shelter becomes the subject of an ACS report or investigation, the consequences can be enormous.

The shelter environment can therefore become an important part of the circumstances surrounding an ACS case—particularly when allegations originate from people or institutions with whom a vulnerable family is already in conflict.

That creates a serious question about safeguards:

What happens when a vulnerable parent believes an allegation made against them is false?

Who independently verifies the information?

Who protects the parent's rights?

Who investigates whether a shelter employee or administrator had a motive to make a false report?

And what happens when the parent has already complained about the shelter?

 THE TIMELINE MATTERS

Our timeline is important.

April 6, 2024: My children and I entered the New York City shelter system.

April 12, 2024: I began filing complaints with the City regarding problems I was experiencing.

By June 2024: ACS became involved, and I was separated from my children following allegations I maintain were false.

That sequence of events changed my entire understanding of the system.

I had believed that speaking up would bring accountability.

Instead, I felt like speaking up made my family more vulnerable.

I felt unheard.

I felt powerless.

I felt alone in a new city 

And most importantly, my children suffered.

I am sharing this because I do not want readers to see this as simply another complaint about a shelter. I want people to understand what can happen when a family already living in crisis becomes caught between a shelter provider and a powerful government child-welfare agency.

Families need protection from abuse—but parents also need protection from false allegations, retaliation, and misuse of government authority.

Children deserve to be safe.

And parents deserve due process, dignity, and a meaningful opportunity to be heard.

📰 WHY THIS DESERVES A LARGER CONVERSATION

My experience is one family's experience. But it exists alongside broader civil-rights concerns about racial disparities and the treatment of Black families within New York's child-welfare system.

That is why I believe my story belongs in this investigation.

I am not asking readers to blindly accept every allegation I make. I am asking readers to look at the timeline, look at the documented problems within these systems, look at the civil-rights findings, and ask questions.

Because when a mother enters a shelter, complains about what she believes is happening, and within weeks finds herself facing ACS involvement and separation from her children, that deserves scrutiny. New York City failed our family even after speaking up they allowed the very system in place to continuously harm us for over two years while in their shelter system.

Vulnerable families should never have to choose between staying silent and risking their children.

That is not what protection is supposed to look like.

And that is one of the biggest questions my two-year investigation into New York City's shelter system has left me with:

WHO PROTECTS THE FAMILY WHEN THE FAMILY SAYS THE SYSTEM IS HURTING THEM?

💔 WHEN THE SHELTER SYSTEM TURNED MY TRAUMA INTO ANOTHER SOURCE OF HARM

One of the most disturbing parts of my experience was how my past experiences with rape and sexual violence were intentionally used to cause me further psychological harm while I was living in the shelter system with my children. I had already survived experiences that left deep emotional wounds, yet while I was in a vulnerable position and desperately needed shelter for myself and my children, the shelter system repeatedly placed me in situations that intentionally triggered those experiences. At times, male guards were intentionally placed near my doors who, in appearance, reminded me of the men who had violated me. For me, this was not simply uncomfortable—it brought back fear, panic, and memories that I was desperately trying to escape. I believe these actions were intentional, and the repeated experiences caused me severe mental and emotional distress. I was already vulnerable, and instead of feeling protected, I felt as though my trauma was being used against me. The psychological impact became so severe that I experienced repeated panic attacks and was eventually hospitalized repeatedly. What makes this even more painful is that these things happened while I was seeking shelter and protection for myself and my children. A woman should never have to enter a shelter believing that the people and environment around her are intentionally reopening the wounds she is trying to survive. I needed safety. I needed protection. I needed help. Instead, I believe my vulnerabilities were repeatedly used to cause me further harm. This experience changed me and permanently changed the way I viewed New York City—a city I once thought so highly of.

🏠 WHEN LEAVING THE SHELTER BECAME IMPOSSIBLE

One of the most disturbing parts of our experience was what happened when my family tried to leave the shelter system. We desperately wanted permanent housing and repeatedly tried to move forward, yet I later discovered that multiple housing opportunities had been offered or were available to us without being properly communicated to me by the housing caseworkerss. I believe our housing caseworkers intentionally withheld housing opportunities to keep my children and me inside the shelter system longer, where we remained dependent on the system and vulnerable to the control and abuse we were experiencing. I was not given the information I needed to make informed decisions about housing for my family. If housing opportunities were available but intentionally kept from us, that raises an extremely serious question: Were we being kept in the shelter system when there were opportunities for us to leave?

Our experience also cannot be separated from the broader concerns that have been publicly reported about New York City's shelters. In a March 2022 investigation titled “‘I feel like I’m back in jail’: Life inside NYC’s broken shelter system,” the New York Post interviewed homeless New Yorkers who described shelters as unsafe and prison-like. The report described allegations involving cockroaches in food, mice on beds, assaults, theft, and residents who said they felt safer sleeping on subway trains than inside certain shelters. One resident described shelter life as feeling like being back in jail.

Those accounts are deeply disturbing because they show that feelings of being confined, controlled, and unable to escape were being expressed by vulnerable New Yorkers years before my family entered the system.

🚨 THE MEN WHO FEEL FORGOTTEN:

WE ARE SOUNDING THE ALARM!

And there is another side of this crisis that deserves far more attention: what happens to vulnerable men inside the shelter system.

During my time in New York, I spoke with men who personally expressed concerns to me about abuse and mistreatment they said they experienced inside the shelter system. Some told me they felt powerless to speak up. They felt that complaining would not change anything or could potentially make their situation worse. They described feeling as though nobody cared about what was happening to them.

Their experiences reminded me that this crisis does not affect only women and families with children but also vulnerable men.

Vulnerable men are human beings too.

They deserve safety.

They deserve dignity.

They deserve to be heard.

And they deserve somewhere to turn when they believe they are being mistreated or abused.

To the men who shared these concerns with me: if you are reading this, I am sending each of you an invisible hug. I hope you find the strength, support, and opportunity to leave an environment where you feel trapped or unsafe. Speak up. Document what happens. Ask questions. Demand accountability. You deserve better.

The same message goes to vulnerable single women and families with children. Being homeless should never mean becoming invisible. use your voices to speak up! 

🚨 NEW YORK, WE NEED TO TALK

This is bigger than one shelter.

It is bigger than one family.

It is bigger than one complaint.

What I discovered during more than two years in the New York City shelter system was truly alarming. I saw a system where vulnerable people can feel powerless, where families can struggle to be heard, where women carrying trauma can feel unsafe, where men have told me they feel unable to speak up when experiencing abuse, and where questions about housing, oversight, accountability, and government intervention deserve much greater attention.

New York City is one of the wealthiest and most powerful cities in the world.

How can a city this powerful allow vulnerable people to feel this powerless?

How can families who need help feel controlled instead?

How can people who desperately need housing remain trapped in shelters?

How can vulnerable women and men feel afraid to speak up?

And how can a city that prides itself on equality allow people who are already struggling to feel forgotten?

These things are unacceptable.

New York needs major changes, stronger independent oversight, real accountability, transparency in housing placements, meaningful protection for people who report abuse, and a system that actually listens to the people living inside it.

The vulnerable should not have to fight the very system they depend on for help.

💔 THE CITY WE WILL NEVER SEE THE SAME WAY AGAIN

After everything my family experienced, New York City changed for us forever.

This was a city I once thought so highly of. I grew up seeing it on television and imagining its greatness. I never imagined that actually living there—especially inside its shelter system—would expose us to experiences that would change our entire view of the city.

What we experienced was shocking.

It was frightening.

It was emotionally devastating.

And it opened my eyes to a side of New York that I never knew existed.

To my loyal UNBROKEN readers, I want to be completely honest with you:

Based on our family's experience, I would not recommend entering the New York City shelter system if you have another safe option available.

That is not a statement I make lightly.

Families deserve to know what can happen when the system fails them.

A shelter should be temporary.

A shelter should be safe.

A shelter should help people rebuild their lives.

It should never become a place where vulnerable people feel trapped, controlled, silenced, or afraid to speak.

New York City has the resources to do better.

It has the money.

It has the agencies.

It has the investigators.

It has the lawyers.

It has the power.

Now it needs the accountability.

It is time for New York to start caring about the vulnerable—not only the wealthy.

It is time to listen to the mothers.

The children.

The single women.

The vulnerable men.

The survivors.

The families.

The people who have been afraid to speak.

Because homelessness should never mean losing your voice.

And asking for help should never mean surrendering your dignity.

The Reality of Being a Black Mother Who Speaks Out: My Journey for Justice in Canada

For years, I have carried a story that I believe needs to be heard.

I entered Canada in 2017 2 months pregnant and vulnerable hoping to build a safe life for myself and my children. Instead, I experienced  a painful journey filled with discrimination, hardship, and battles that no mother should have to face.

As a Black mother, I learned that speaking up about injustice can come with consequences. I spoke out about the abuses and experiences my children and I endured while living in Ottawa their capital, and I believe that instead of receiving protection and support, we faced further harm by their governement.

My family experienced challenges involving government agencies, including issues with benefits, financial hardship, and decisions that I believe unfairly impacted my ability to provide for my children. I believe false debts were created against me and that these actions caused serious financial harm to my family.

After I filed my lawsuit against the Government of Canada, I believe the retaliation against me intensified. The very next day, I was arrested. I believe this was part of a pattern of actions taken against me after I challenged the treatment my family experienced in Ottawa.

I also faced struggles involving immigration documents, government agencies, and child protection authorities. I believe my children and I were unfairly targeted and harassed during some of the most vulnerable moments of our lives.

This is the reality I experienced as a strong Black woman trying to protect my children and demand accountability.

I left Canada because I no longer felt safe or supported. I left because I felt that speaking the truth about what happened to my family came with a cost. But leaving did not mean giving up. It meant continuing the fight for justice from another place.

In 2026, conversations about racism, discrimination, and the treatment of Black families must continue. A country’s reputation cannot hide the experiences of people who feel unheard, unseen, or mistreated.

I am sharing my story with my loyal readers because silence allows injustice to continue. I am asking people to stand with my family, listen to our story, and support our pursuit of accountability.

My children and I deserve justice. We deserve to have our voices heard. We deserve to be treated with dignity, fairness, and respect.

This is not just my story. This is a reminder that behind every headline, every court case, and every government decision are real people, real families, and real lives.

O-Dog's character left an enormous impact because of his unpredictable, fearless, and violent personality.
